"when you say things in a formal way in short, precise sentences. it's usually associated with how someone may report something to a higher rank with base information and would only elaborate more so when asked.
so for example, a normal greeting from a friendly judge might go something like: "hey! glad to see you're in one piece! was your trip ok? anyway, this is The Real! I'm Judge Nez, and you just made it in time to join the awesomest OCT ever! if you have any questions at all, ask away!"
while a clipped greeting might sound more like: "hello, welcome to The Real. You've just been entered into an OCT. I'm Judge Nez. if you have any questions, feel free to ask."
